Kazakhstan: Ministry of Agriculture explains importance of restricting grain exports

It is necessary to regulate grain exports from Kazakhstan, while taking into consideration the annual increase of export shipment tonnage and forecasted growth of world wheat imports, according to Aklybek Kurishbaev, Minister of Agriculture of Kazakhstan.

280 licensed exporters sell grain from Kazakhstan to the foreign market. Of this, the share of middle and small-scale companies in grain export markets total 20%, or almost 1.5 million tonnes per year, noted the Minister.

It is, then, necessary to provide conditions for direct transactions, without middlemen, by agricultural producers and those trading on the exchange.

According to the Ministry of Agriculture of Kazakhstan, the availability of grain exchanges allows executing forward contracts. This remains very important for the preliminary financing of grain production and futures contracts. Without this, it will be possible to predict regional grain markets and provide guaranteed grain distribution at fixed prices. Kurishbaev also noted that the government does not intend to introduce obligatory grain trading on the exchange, but will seek to gradually move transactions to the exchange.
